With reference to Mr. Cowell's semi-official

letter to Mr. Ronald No. 53852/39 of the 14th February I

am directed by Viscount Halifax to transmit to you herewith

a copy of a telegram which was recently addressed by the

Diplomatic Mission at Chungking to His Majesty's

Ambassador at Shanghai on the subject of a possible

extension of the lease of the new territories in Hong

Kong.

2. Subject to any observations which Mr. Secretary Macdonald may desire to make, Lord Halifax proposes to

inform Sir Archibald Clark Kerr that this matter has

recently received full consideration here and that, while

the possibility of taking up the subject with the Chinese

authorities will be borne in mind, he has reached the

conclusion that the proposal cannot with advantage be taken

further at the present time.

3. Copies of this letter are being sent to the Board of Trade and Admiralty.
